bug 451: init scripts place PID files in /tmp if /var/run missing
  This solves a problem on SunOS 2.6 which doesn't have /var/run and
  where an unclean reboot would leave a stale PID file in /var/tmp.
  /tmp/ is chosen because it is cleared on reboot.
